This study examined the District’s regulations regarding development in Ambleside (including the Zoning Bylaw and the density bonusing system) to see how these impact the financial feasibility of development within Ambleside.
This study looked at the business composition in Ambleside and made recommendations regarding the appropriate commercial mix based upon the community’s goals at the time for Ambleside, the existing businesses, external competition and future growth in Ambleside and the surrounding area. The study included surveys of both business owners and customers.
The Ambleside Off-Street Parking Study provides a thorough review of existing and future parking supply and demand.
This study is a random onsite intercept survey of parking behaviour of those working in Ambleside, local employers, residents and visitors to the area.
The District of West Vancouver was awarded the Canadian Award for Financial Reporting for its 2024 Annual Report, marking the 20th consecutive year it has received this prestigious award. The award is given to governments that publish an Annual Report that goes beyond the minimum requirements of the Public Sector Accounting Board (PSAB) standards, demonstrates an effort to communicate the municipal government's financial picture, and enhances the understanding of financial reporting standards, procedures, and compliance requirements.
In 2022, the government initiated a new program, the Local Government Climate Action Program (LGCAP), that provides local governments and Modern Treaty Nations with predictable and stable funding to support the implementation of local climate action that reduces emissions and prepares communities for the impacts of a changing climate.
The District continues to be required to complete annual reporting of GHG emissions and a survey outlining our climate action initiatives. The survey results are provided below.
The Community Dialogue on Neighbourhood Character and Housing Working Group guided a year-long consultation process, providing a forum for an in-depth discussion and debate on neighbourhood character and housing issues.
The Community Dialogue was a process of ‘people talking to people’ about the future of their neighbourhoods, and issues related to housing choice and affordability. The Working Group asked questions and listened to what residents had to say about the issues and possible actions for addressing them. The newsletters are part of that dialogue process.
In September 2008, the Working Group delivered their recommendations report to Council.

Drinking water quality reports
The Financial Information Act regulations require all local governments, to make available to members of the public certain detailed financial schedules in addition to the regular year-end financial statements of the District. This information consists of detailed listings of:
remuneration and expenses for all members of Council remuneration and expenses for all employees with salaries in excess of $75,000 payments aggregating in excess of $25,000 to suppliers of goods and services a statement regarding any employee severance agreements in effect for the year.A separate requirement under the Community Charter is to report details of all permissive property tax exemptions for the year. For convenience, that report is included with the Financial Information Act schedules.
This working group examined long-term options for the delivery of fire and rescue services in the District of West Vancouver. The term was November 15, 2007 to January 2008.
The purpose of this report is to provide a source of information for the District’s General Fund capital asset expenditures for the next twenty years (2016 to 2035). The General Fund includes all of the District’s facilities, infrastructure, and equipment, with the exception of the Utility infrastructure (pipes, lift stations, pumps, and other water, sewer, and drainage fund assets). This document provides a compilation of all of the District’s General Fund assets, along with updated service lives and a 20-year projection, by asset class, of present value replacement costs as at 2015.
A comprehensive understanding of long-term asset management is a key requirement in support of fiscal sustainability. The creation of this listing, and the anticipated replacement cost projections, is an important step in creating a meaningful long-term financial plan for asset management in the District. The report provides the District with current capital asset and infrastructure data that informs and supports the District in its ongoing asset management process.
In May 2006, Council created the Fiscal Sustainability Task Force to make recommendations on fiscal strategies and actions that will assist the District with making decisions that are fiscally responsible and ensure a sustainable economic future for the community.
The Task Force delivered their final report to Council on November 27, 2006.
After four phases of engagement, including over 50 community events and meetings, and a review process that included approximately 6,000 instances of engagement, the Horseshoe Bay Local Area Plan and Design Guidelines were adopted by Council on June 1, 2021.
