Nelson Canyon Bridge Rehabilitation: Council received the report for information and resolved to:
- direct staff to include a funding request for the Nelson Canyon Bridge Rehabilitation Project as part of the District’s 2027 Capital Budget programming, with $1,700,000 of the project to be funded by the District’s Asset Levy;
- direct $400,000 for the replacement of the water transmission main crossing supported by the Nelson Canyon Bridge form part of the District’s 2027 Annual Capital Water Program, funded by the Water Utility; and
- direct staff to prepare a tender package for the Nelson Canyon Bridge Rehabilitation Project and proceed with tendering upon receipt of budget approval for the project.

- direct staff to bring forward terms of reference for the study update, and direct consultants to conduct a regional scan of parking management practices and stakeholder input;
- complete the consultant parking study as soon as possible, preferably in fall 2026 for implementation in 2027;
- implement 90 minutes of free parking in Ambleside Park as soon as practical; and
- investigate signage locations along Bellevue Avenue to encourage parking users to support local businesses.

- That the Finance and Revenue Advisory Committee be consulted as early as practical for input and advice on major financial decisions that impact taxes, utilities, and fees.
Judicial Review of Provincial Housing Legislation, including Bills 44, 47, 13, 15, and M216: Council resolved to:
- express its interest in joining a coalition of British Columbia municipalities and regional districts to evaluate and potentially pursue a coordinated Judicial Review of provincial housing legislation, including Bills 44, 47, 13, 15, and M216 regarding the lack of consultation, the use of non-disclosure agreements, the timing of legislative release after the UBCM resolution deadline, the removal of public hearings, and the cumulative erosion of local democratic authority;
- support the creation of a joint municipal working group to identify shared legal issues, coordinate information, and explore cost-sharing; and
- authorize the Mayor or designate to engage with participating municipalities and report back on legal options, partnership structures, and financial implications.

- use pay parking revenue to fund the $53,500 operating costs for implementation of Phase 3;
- fund capital costs of $162,000 for receptacles and expansion of the Ambleside Park disposal compound be funded from the Environmental Reserve Fund;
- fund capital costs of $40,000 for the purchase of an electric utility vehicle be funded from the Environmental Reserve Fund;
- direct staff to report to Council 12 months following implementation on the results of diverting waste from the landfill; and

Boathouse Update from the Arts & Culture Advisory Committee: Council received a presentation regarding results of the space review conducted by the Arts & Culture Advisory Committee for the Boathouse building outlining potential functionality of the building and suitability to house the West Vancouver Art Museum. Council resolved to:

- have staff and Council continue to plan and support an appropriate and centralized location in Ambleside for a purpose-build arts and culture centre;
- use $50,000 from the Community Amenity Contribution fund to begin interior clean-up of the Boathouse and make the exterior space available for community pop-up event use as soon as possible;
- post an Expression of Interest seeking interested parties for partnership and naming rights for a Boathouse building renovation that will reflect West Vancouver’s strong commitment to the Arts and Culture while ensure that there are mixed uses that will entice a broad range of users and generate revenue; and
- direct staff to continue to work with Council to determine the best uses for the Boathouse on a long-term basis.

Glenmore Neighbourhood Traffic Calming: Staff provided options for traffic calming measures in the Glenmore neighbourhood in response to Council direction received in November 2024, for staff to investigate traffic calming and pedestrian infrastructure improvements on Glenmore Drive (between Morven Drive and the Baden Powell Trail crossing). Council resolved to:
- construct a 1.8 m wide gravel pathway on the south side of Morven Drive between the end of the existing concrete sidewalk and Glenmore Drive (approximately 75 m);
- construct a 1.8 m wide gravel pathway on the east side of Glenmore Drive between Morven Drive and the Baden Powell Trail crossing (approximately 215 m);
- construct a raised crosswalk across Glenmore Drive on the south side of the Glenmore Drive/Morven Drive intersection;
- construct a raised crosswalk where Baden Powell Trail crosses Glenmore Drive;
- install a rapid flashing beacon where Baden Powell Trail crosses Glenmore Drive;
- install a rapid flashing beacon on the south side of the Glenmore Drive/ Morven Drive intersection;
- paint edge lines on Glenmore Drive to create 3.3 m wide travel lanes between Morven Drive and the Baden Powell Trail crossing;

Pay Parking Expansion: Council resolved to:
- hire a contract Parking Program Lead to work with the Ambleside and Dundarave Business Association (ADBIA) to explore and support enhanced parking opportunities in the Ambleside and Dundarave business areas, and to support the planning, implementation, and program development of pay parking within and adjacent to the ADBIA boundaries in West Vancouver, to be funded by the revenue generated through pay parking programming;
- direct staff to take steps necessary to proceed with implementation of pay parking at Cypress Falls Park, Seaview Walk Park, consistent with the phase one pay parking programming format;
- direct staff to proceed with implementation and work with the ADBIA throughout the implementation of pay parking within the business areas (John Lawson and Dundarave Parks), to monitor the program, and to report back to Council on its progress;

Disposition of 3000 Park Lane and Road Parcel: Council authorized the disposition of 3000 Park Lane and the adjacent Road Parcel for $6.5 million dollars; authorized the Mayor and Corporate Officer to execute and deliver all documents, plans, and agreements required to complete the transaction; and authorized the proceeds of the disposition to be paid into a reserve fund to be used to acquire property that will provide public access to the same body of water that is of at least equal benefit to the community. Reduction of Parking Restrictions around Fire Hydrants: Council received a staff report in response to April 22, 2024, direction for staff to investigate the feasibility and implications of reducing the no stopping area on either side of fire hydrants from 5.0 metres to 2.5 metres, in order to create additional parking spaces within the District. Pay Parking Exemptions: Staff presented a report summarizing the potential application of pay parking exemptions in connection to the District’s pay parking program within destination parks. Council resolved to:
- receive the staff report for information;
- direct staff to explore a permit policy that is time limited, defines the circumstance and class or group of persons eligible, and which delegates the authority to staff to waive parking fees under the policy; and
- direct staff to update Fees and Charges Bylaw No. 5251, 2023 to include a waiver of pay parking fees for vehicles with a Veterans or Memorial Cross licence plate and vehicles that display a valid accessible parking placard.

Pay Parking at Destination Parks 6-month Update: Staff presented an update on the implementation of pay parking at three destination parks. Council directed staff to investigate and report back in the fall of 2024 on permit exemptions for pay parking programming. View the staff report and presentation.
Creation of a Parking Area at Pilot House Road Park and St. Francis-in-the-Wood Church: Staff reported on direction from January on the feasibility of creating an interlocking brick paved parking area at Pilot House Road Park, and presented options and costs estimates for resurfacing. Council directed staff to consult with St. Francis-in-the-Wood Church for comment on the preferred option of a combination of pavers and blacktop, to seek cost-sharing, and report back to Council. Proposed Road Closure and Removal of Highway Dedication Bylaw No. 5342, 2024: Staff introduced a proposed Road Closure and Removal of Highway Dedication bylaw that would enable the consolidation of the subject closed road with 3000 Park Lane. Updated Rental Replacement and Tenant Assistance Policy 0164: Staff presented Council with the revised proposed Rental Replacement and Tenant Assistance Policy. Council approved the policy with modifications. View the staff report.
Short Term Rental Accommodations: Council directed staff to prepare amendments to the Zoning Bylaw, Business Licence Bylaw, Bylaw Notice Enforcement Bylaw, Fees and Charges Bylaw, and any other required bylaws to:
• Enable short-term rental (STR) accommodation in all housing types (some restrictions apply on sites
where secondary suites are permitted);
• Increase fines for unpermitted STR’s to $500; and
• Regulate the operation of any STR business through the Business Licence Bylaw.

Pickleball Courts at Normanby Park: Council received a report regarding the four temporary pickleball courts on the northern tennis court at Normanby Park. Council resolved to permanently dedicate the courts for pickleball. View the staff report.
2024 Community Grants Program – Funding Amendment: Council received a report requesting a reallocation of funding within the community grants program. Council approved that $5,000 previously approved be reallocated to the Hollyburn Out of School Care Society ($2,500 for the purchase of a new kitchen appliance) and to the North Shore Community Resources Society ($2,500 in additional operating funds). Request for Exemption of the Noise Control Bylaw No. 4404, 2005: Council received a request for an order of non-enforcement of the Noise Control Bylaw to allow for construction related generator noise required to safely perform urgent electrical work at 1363 Clyde Avenue. Notice of Motion regarding Short Term Rental Accommodations: Council received a Notice of Motion from Councillors Lambur and Thompson that will be considered for debate at Council’s July 8 regular Council meeting. The Notice of Motion seeks to direct staff to amend the necessary District bylaws to: enable short-term rental (STR) accommodation in all housing types, with special provisions for sites where secondary suites are permitted; increase the fine amount for unpermitted short-term rental accommodation; and regulate STR business through the business licence program. North Shore Wastewater Treatment Plant: Council authorized the Mayor to file a dispute with Metro Vancouver regarding the North Shore Wastewater Treatment Plant.

Amendment to the Place for Sport Joint Use Agreement: Council received an amended Joint Use Agreement between the District of West Vancouver and the West Vancouver School District to include the addition of a throwing cage the all-weather field at Ridgeview Elementary School and aluminum bleachers at West Vancouver Secondary School to be funded from the contingency for the Place for Sport project that is scheduled to be complete on time and under budget. Council resolved to execute the amended Joint Use Agreement.
Arts & Culture Advisory Committee Appointments: Council appointed Freda Pagani and Anna Marie Repstock for a term ending December 31, 2025.
Awards Committee Member Appointments: Council appointed Jodie Herron for a term ending December 31, 2025.

Tennis BC Proposal Update: Council resolved to reallocate previously approved funding of $450,000 for site preparation for Tennis BC’s indoor tennis and pickleball facility at Hugo Ray Park to alternatively be utilized to support pickleball, and directed staff to report back to Council with recommendations on how to support the growth of pickleball in the community and to include input from the Pickleball Advisory Roundtable on priorities for additional pickleball services.

Bridge Asset Management Update: Council received the Bridge Asset Management report for information, endorsed the asset management strategy and directed that transportation related major structure and bridge asset funding requirements continue to be funded through the annual capital budgeting process. Eagle Island Access Infrastructure: Council directed staff to prepare a bylaw to regulate the use of the district’s public access and dock infrastructure for Eagle Island, including conditions of use and enforcement measures, a permitting scheme and user fee for vessel moorage, and to report back to Council for consideration at a future meeting no later than Q3. Ambleside Local Area Plan: Council resolved to:
- Endorse the public consultation on the proposed Official Community Plan amendment, as required by the Local Government Act;
- Modify Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5291, 2024 and gave it second reading as modified;
- Give first reading to Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5338, 2024;
- Give notice that a Public Hearing will be held on June 24, 2024 at 7 p.m. for proposed Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5291, 2024 and proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5338, 2024; and
- Receive the “Rental Replacement and Tenant Assistance Policy 0164” for information, direct staff to consult with the Ambleside Tenant Association on such policy and report back to Council with amendments within 60 days for consideration.

Small-Scale Multi-Unit Housing: Council a received Zoning amendment bylaw, for consideration of first, second, third reading and final adoption, required to facilitate the provincially mandated requirement (by June 30) to accommodate small-scale, multi-unit housing options in land use zones that are otherwise restricted to single-family dwellings or duplexes. The motion to give the amending bylaw first reading was defeated by a majority vote of Council.

Meeting type: Regular Council MeetingProposed Zoning Amendment and Development Variance Permit to Allow Subdivision of 2550 Queens Avenue: Council received an application that seeks to amend the zoning, for property located at 2550 Queens, to facilitate subdivision to create a total of two lots, resulting in one single-family dwelling with one secondary suite on each lot. A zoning amendment is required to allow the subdivision as the proposed lots do not comply with the minimum lot area requirements and the variances seek to reduce a series of setbacks to enable the siting of the proposed buildings. Revision of proposed Zoning Bylaw Amendment Bylaw - Amendments for Land Use Contract Sites and Replacement Zoning for the Caulfeild Land Use Contract Area: Staff identified minor errors within proposed Zoning Bylaw 4662, 2010, Amendment Bylaw No.5321, 2024 that is scheduled to receive second reading at the May 27 regular Council meeting. Meeting type: Public HearingPublic Hearing re: Proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5328, 2024 (to Enhance Retail Diversity) would enhance retail diversity by amending the zoning bylaw to: 1) introduce definitions for “financial services”, “financial institution”, and “vape retail” uses, and prohibit vape retail in every zone; and 2) amend the AC1, AC2, and C2 zones in Ambleside and Dundarave’s commercial areas, to: add business or commercial school, fitness and body care, health care office, pet care establishment, and veterinary medical clinic to the existing list of uses which, combined, must not occupy more than 20% of the width of the ground (sidewalk level) floor of each block face; limit pharmacy use, including pharmacy in a retail store or health care office, to five locations in Ambleside and one location in Dundarave; and prohibit financial services use from locating on the ground (sidewalk level) floor.

Housing Target Progress Report – Six-Month Report: Council received the Housing Target Progress Report that provides details on the number of new, demolished, and “in-stream” units from October 1, 2023 – March 31, 2024, as required by the Province’s new housing legislation. 2229 Folkestone Way – Discharge Covenants Permitting Office Use: Council received a request to discharge of five Section 215 covenants that allow office use on the property located at 2229 Folkestone Way as the property is subject to an expiring land use contract and has been rezoned to add office use to the permitted uses and, therefore, the covenant will no longer be valid/necessary.
