Ambleside Local Area Plan: Commercial Areas Progress Report and Next Steps: Staff presented engagement findings, a draft plan, and recommended next steps. Council resolved to receive the staff report for information; have the report published for community input, be used for stakeholder engagement with the Ambleside and Dundarave Business Improvement Association, Ambleside Dundarave Residents Association, and be referred to the Planning Committee for its recommendations; and directed staff to report back in the second quarter of 2025 with a proposed Local Area Plan for the Commercial Areas for Council’s consideration. Union of British Columbia Municipalities - Regional Community to Community Program Grant Application: Council received a staff report seeking authorization to submit a grant application to the Union of British Columbia Municipalities (UBCM) Regional Community to Community Program to support the District’s National Indigenous Peoples Day celebration. Council resolved to approve the grant application to the UBCM Regional Community to Community Program, to receive up to $10,000 to support the National Indigenous Peoples Day celebration at Ambleside Park in June 2025. 2905 Marine Drive Development Proposal: Council gave second and third reading to proposed Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5296, 2024, and proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5297, 2024. The Official Community Plan and Zoning Amendments would place the development site within the “Other Multiple Family Sites” development permit area and would rezone the site from Single Family Dwelling Zone 2 (RS2) to Comprehensive Development Zone 85 (CD85 - 2905 Marine Drive) which is a site-specific zone that reflects the 5-unit townhouse development proposal. Pasco Road and Official Community Plan Foreshore Areas Policy: Council gave second and third reading to proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5361, 2024, and Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5362, 2024. The proposed bylaws would amend the OCP to update community wide direction for foreshore areas (Policy 2.6.10) to reflect the change in current policy that restricts new private encroachments on the public foreshore, and the proposed zoning would amend the M1 Zone to allow for private improvements to be placed on the public foreshore adjacent to Pasco Road where access to the ocean may be required when road access is restricted. Proposed Streetlight Banner Policy and Proposed Streetlight Banner Procedure: Council received proposed revisions to the Streetlight Banner Policy and Procedure that provides a framework to guide the approval process for requests to install banners on streetlights throughout the District. Union of British Columbia Municipalities’ (UBCM) Indigenous Cultural Safety & Cultural Humility Training Grant Application: Council approved the submission of a grant application to the UBCM’s Community Resiliency Investment Program – Indigenous Cultural Safety and Cultural Humility Training. Disposition of 3000 Park Lane and Road Parcel: Council authorized the disposition of 3000 Park Lane and the adjacent Road Parcel for $6.5 million dollars; authorized the Mayor and Corporate Officer to execute and deliver all documents, plans, and agreements required to complete the transaction; and authorized the proceeds of the disposition to be paid into a reserve fund to be used to acquire property that will provide public access to the same body of water that is of at least equal benefit to the community. Council further resolved to direct staff to take reasonable efforts to construct the path within the Statutory Right of Way on the east side of the property for public beach access, within two years, regardless of the cost. The Committee of the Whole recommended that Council direct staff to staff focus efforts on actions from the UFMP in the areas of:
- Managing existing trees by:
a) improving tree protection during construction;
b) lowering protected tree size on private property;
c) proactive tree maintenance of public trees, and replacement of dead/dying trees; - Growing urban forest by:
a) increasing tree replacement and planting requirements;
b) maintaining tree density pre/post-construction via the zoning bylaw;
c) including provisions for tree replacement within the zoning bylaw;
d) implementing a tree give-away/discounted tree program, and work closely with residents to plant more trees on public lands; and to bring forward for Council consideration.

Reduction of Parking Restrictions around Fire Hydrants: Council received a staff report in response to April 22, 2024, direction for staff to investigate the feasibility and implications of reducing the no stopping area on either side of fire hydrants from 5.0 metres to 2.5 metres, in order to create additional parking spaces within the District. Pay Parking Exemptions: Staff presented a report summarizing the potential application of pay parking exemptions in connection to the District’s pay parking program within destination parks. Council resolved to:
- receive the staff report for information;
- direct staff to explore a permit policy that is time limited, defines the circumstance and class or group of persons eligible, and which delegates the authority to staff to waive parking fees under the policy; and
- direct staff to update Fees and Charges Bylaw No. 5251, 2023 to include a waiver of pay parking fees for vehicles with a Veterans or Memorial Cross licence plate and vehicles that display a valid accessible parking placard.

Notice of Motion regarding Short Term Rental Accommodations: Council received a Notice of Motion from Councillors Lambur and Thompson that will be considered for debate at Council’s July 8 regular Council meeting. The Notice of Motion seeks to direct staff to amend the necessary District bylaws to: enable short-term rental (STR) accommodation in all housing types, with special provisions for sites where secondary suites are permitted; increase the fine amount for unpermitted short-term rental accommodation; and regulate STR business through the business licence program. North Shore Wastewater Treatment Plant: Council authorized the Mayor to file a dispute with Metro Vancouver regarding the North Shore Wastewater Treatment Plant.

Tennis BC Proposal Update: Council resolved to reallocate previously approved funding of $450,000 for site preparation for Tennis BC’s indoor tennis and pickleball facility at Hugo Ray Park to alternatively be utilized to support pickleball, and directed staff to report back to Council with recommendations on how to support the growth of pickleball in the community and to include input from the Pickleball Advisory Roundtable on priorities for additional pickleball services.

Housing Target Progress Report – Six-Month Report: Council received the Housing Target Progress Report that provides details on the number of new, demolished, and “in-stream” units from October 1, 2023 – March 31, 2024, as required by the Province’s new housing legislation. 2229 Folkestone Way – Discharge Covenants Permitting Office Use: Council received a request to discharge of five Section 215 covenants that allow office use on the property located at 2229 Folkestone Way as the property is subject to an expiring land use contract and has been rezoned to add office use to the permitted uses and, therefore, the covenant will no longer be valid/necessary. Council approved the discharge of the covenants. View the staff report.
