Following a Public Hearing on Monday, June 5, 2017, and Third Reading on Wednesday, June 7, 2017, Council adopted the Marine Drive Local Area Plan and Design Guidelines on Monday, June 19, 2017.

Project Details

The Park Royal and Lions Gate Bridge areas are changing, with development planned at Park Royal Mall on Squamish Nation leased land and the Lions Gate Town Centre in North Vancouver.

A component of the Official Community Plan, the Marine Drive Local Area Plan and Design Guidelines presents a vision for the Park Royal and Lions Gate Bridge areas that combines housing diversity, community amenities, access to jobs, shops and services and a range of transportation options to create a more vibrant and complete community.

Following a public engagement program completed in Fall 2016 and subsequent Council direction received at the November 29, 2016, Council meeting, staff presented the Marine Drive Local Area Plan and Design Guidelines to Council and the community on April 24, 2017, where it received first reading. 

A public hearing on the amending bylaw was held on Monday, June 5, 2017. Council gave third reading to the Marine Drive Local Area Plan and Design Guidelines at a Special Council Meeting on June 7.

A Component of the Official Community Plan

The Marine Drive Local Area Plan and Design Guidelines is one unique component of the Official Community Plan Review. The District is currently reviewing its Official Community Plan (OCP) to give Council, staff and the community a vital planning tool for the next decade.

An OCP is the principal policy document for managing land use, growth and change in a municipality. It is also one of Council's eight priorities.

Development Applications

The three active development applications in the study area are:

The study is one component of the development application review process, which will also consider information specific to each development site such as traffic studies and management plans; housing objectives and other amenities; view studies and other urban design considerations.

The study in no way predetermines the outcome of any development application. As part of the individual review of each development application, there will be additional opportunities for public comment including Public Information Meetings, Design Review Committee Review and a Public Hearing before Council’s decision.

Staff reported back to Council on the results of the public engagement and presented an updated Marine Drive Context Study on November 29, 2016.
