At the June 22, 2026, Regular Council Meeting, Council endorsed draft Terms of Reference for an Ambleside and Dundarave parking study and directed staff to initiate a public comment period on the Terms of Reference.

How input will be used
Input received during the comment period will be considered, along with technical and financial information, as the District and its expert consultants undertake the study.
Future engagement about parking in Ambleside and Dundarave
This comment period is an opportunity to shape the scope of the study—what it looks at and how.
In the fall, we plan to provide another opportunity for input once we have options and recommendations for parking in Ambleside and Dundarave based on the findings of the study.
Draft Terms of Reference
The following proposed Terms of Reference and consultant deliverables for the parking study were shared with Council at their June 22, 2026 meeting.
The study will include the following:
- Background review: Review all previous work completed and current pay parking initiatives in the District, with support from staff.
- Data review and analysis:
- Review parking data collected from 2018 to 2026 and amalgamate for analysis.
- Establish existing parking conditions.
- Identify existing and potential parking demand issues.
- Parking management approaches/regional scan:
- Complete a regional scan of current parking management practices and trends in the Lower Mainland. This will include work already completed by staff to date. Verify and summarize approaches, including parking restrictions and pay parking.
- With staff, review the District’s parking management approach for alignment with regional trends and best practices.
- Demand forecast: Forecast future parking surplus/shortfall based on proposed future growth in the areas.
- Public involvement: Provide opportunities for public and stakeholder involvement.
- Conclusions and recommendations:
- Provide summary of work undertaken and findings.
- Develop a comprehensive parking management framework and propose an action plan for implementation.
- Provide guidance for next steps to be presented to staff and Council.
The Terms of Reference is intended to build on previous work done by the District, and to fill in gaps that have emerged since the 2019 Ambleside Off-Street Parking Study was completed, including
- adding the Dundarave area and adjacent District parks
- including on-street parking in residential and park areas, in addition to the commercial core
- collecting and analyzing weekend data in addition to weekdays
- considering the effects of park-based programming (e.g., sports and events)
- examining the effects of pay parking
