At the June 22, 2026, Regular Council Meeting, Council endorsed draft Terms of Reference for an Ambleside and Dundarave parking study and directed staff to initiate a public comment period on the Terms of Reference.

Input received during the comment period will be considered, along with technical and financial information, as the District and its expert consultants undertake the study.

Future engagement about parking in Ambleside and Dundarave

This comment period is an opportunity to shape the scope of the study—what it looks at and how.

In the fall, we plan to provide another opportunity for input once we have options and recommendations for parking in Ambleside and Dundarave based on the findings of the study.

Draft Terms of Reference

The following proposed Terms of Reference and consultant deliverables for the parking study were shared with Council at their June 22, 2026 meeting.

The study will include the following:

Background review: Review all previous work completed and current pay parking initiatives in the District, with support from staff.
Data review and analysis:
1. Review parking data collected from 2018 to 2026 and amalgamate for analysis.
2. Establish existing parking conditions.
3. Identify existing and potential parking demand issues.
Parking management approaches/regional scan:
1. Complete a regional scan of current parking management practices and trends in the Lower Mainland. This will include work already completed by staff to date. Verify and summarize approaches, including parking restrictions and pay parking.
2. With staff, review the District’s parking management approach for alignment with regional trends and best practices.
Demand forecast: Forecast future parking surplus/shortfall based on proposed future growth in the areas.
Public involvement: Provide opportunities for public and stakeholder involvement.
Conclusions and recommendations:
1. Provide summary of work undertaken and findings.
2. Develop a comprehensive parking management framework and propose an action plan for implementation.
3. Provide guidance for next steps to be presented to staff and Council.

The Terms of Reference is intended to build on previous work done by the District, and to fill in gaps that have emerged since the 2019 Ambleside Off-Street Parking Study was completed, including

adding the Dundarave area and adjacent District parks
including on-street parking in residential and park areas, in addition to the commercial core
collecting and analyzing weekend data in addition to weekdays
considering the effects of park-based programming (e.g., sports and events)
examining the effects of pay parking

The District is seeking your input on specific aspects of the Terms of Reference to inform the study work.

Previous updates

At the May 11, 2026, regular meeting Council brought forward and approved a motion including the following:

THAT staff be directed to update the existing 2019 Ambleside Off-Street Parking
Study to:
1. include additional parking data acquisition conducted as part of Pay Parking
  Programming to date; and
2. expand the study’s scope to consider the Dundarave commercial area as well
  as integration of pay parking programming with District Parks adjacent the
  Ambleside and Dundarave commercial areas;
and report back to Council with recommendations for implementation as soon as
possible, preferably in fall 2026.

THAT the updated 2019 Ambleside Off-Street Parking Study be funded from Pay
Parking Revenue.

THAT staff bring forward terms of reference for the parking study and
consultants conduct a regional scan of parking management practices and seek
input from stakeholders to inform options and recommendations of the updated
study.

THAT the consultant’s parking study be completed as soon as possible,
preferably for implementation in 2027.
At the April 27, 2026, regular meeting, Council received a report titled “Pay Parking Ambleside Park 6-month Implementation Update” and approved the following:

THAT
- proposed “Fees and Charges Bylaw No. 5383, 2025, Amendment Bylaw No. 5450, 2026” be read a first, second, and third time;
  and
- staff continue to monitor and collect data through the summer season and report back to Council with a progress update and additional parking rate structure options for Ambleside Park in fall 2026.
THAT staff continue discussions with stakeholder groups to receive feedback on options for future refinement to the Pay Parking Program at Ambleside Park.
