May 2026 Update
The District has received a development proposal for 6408, 6412 and 6418 Bay Street, located in Horseshoe Bay. The site is currently developed with one-and two-storey commercial buildings (Trolls Restaurant, Spirit Gallery and Olive & Anchor Restaurant).
The proposal is to develop a four-storey mixed use building with rooftop amenities in response to the policy directions within the Horseshoe Bay Local Area Plan (LAP). The proposed building is for commercial uses along the street, with a 42-unit hotel (33 short-term stay + 9 long-term stay above. Underground parking accessed from the rear lane is proposed along with urban realm improvements. The proposal is under staff review. An amendment to the LAP, a rezoning and a development permit are required.
Council will consider first reading of the proposed amending bylaws at its meeting on May 11, 2026. If Council advances the proposal, the recommendation is to set a public hearing for Tuesday, June 9 at 6:00 p.m. in the Municipal Hall Council Chamber.
The proposal was subject to a preliminary application in 2025. The applicant held a preliminary public consultation meeting on July 17, 2025. This was an applicant-lead meeting.
