Development Application - Preliminary Projects

The District has received a Preliminary Development Proposal for the development of 5768 Larson Avenue through a Heritage Revitalization Agreement.  The proposal includes subdividing the subject property into two-fee simple lots and building an infill house as incentive for the conservation and legal protection of the existing heritage house on the property (the “Stewart-Lough House”). Variances to the Zoning Bylaw are proposed to accommodate the subject proposal.

A Heritage Designation Bylaw would be considered in tandem with the HRA bylaw and would provide for the ongoing legal protection of the heritage resource.

Background

The Stewart-Lough House is a 1957 simple two-storey wood frame, post and beam house located on top of a steep rocky hillside of the Eagle Harbour neighbourhood. The property is valued for its environment, the style of the house, and its association with the Stewart-Lough family.

The Stewart-Lough House is listed on West Vancouver's Community Heritage Register and is eligible for municipal conservation tools and incentives enabled under the Local Government Act.

Preliminary public consultation meeting

In accordance with the Preliminary Development Proposal and Public Consultation Policy, the applicant hosted a preliminary public information meeting on December 2, 2024 to seek input on the preliminary proposal.

Next Steps

The next step is submission of a formal Heritage Revitalization Agreement application. Once a formal application is received, the District will process the development application in compliance with the Development Procedures Bylaw which requires ongoing public consultation. All Heritage Revitalization Agreement applications must be approved by Council.
