Development Application - Active Applications

The District has received development applications from Beedie Living to amend the zoning for Lot 12 (3875 Uplands Way) to convert the tenure of dwelling units from market rental to market strata, and to obtain the floor area attributed to the District-owned Lot 11 (3939 Uplands Way) and transfer the floor area to the Beedie-owned parcels.

The proposed zoning amendment and floor area transfer from Lot 11 would result in the following proposed buildings:

  • Lot 1/3181 Chippendale Road: a 20 storey, approximately 108,000 sq. ft. building containing 63 strata units,
  • Lot 9/3389 Chippendale Road: 25 storey, 150,000 sq ft. building containing 93 strata units,
  • Lot 12/3875 Uplands Way: a 16 storey approximately 111,000 sq ft. building containing 81 strata units (rather than rental), and
  • Lot 13/3861 Uplands Way: a 20 storey, approximately 136,000 sq ft. building containing 87 strata units over a parkade shared with Lot 12.

The proposed buildings also require an amendment to the Zoning Bylaw for proposed heights and storeys that exceed the current 16-storey and 50.29 metre height limit under the CD3 Zone. Variances to the Zoning Bylaw are also proposed for building siting and bicycle and vehicle visitor parking.

Council held a public hearing on the proposed Phased Development Agreement Authorization Bylaw amendment bylaw, and gave third reading to this bylaw and the Zoning Bylaw Amendment Bylaw on September 8, 2025.
