December 2025 Update

Following review of the comments received during the neighbourhood notification, the applicant’s responses, and consideration of the proposal against the zoning and development permit area guidelines, the Director of Planning, Development and Environmental Services approved Development Permit 25-032 on December 8, 2025.

Background

The District received an application for a Development Permit with variance to an increase the maximum Floor Area Ratio at 2318 Bellevue Avenue. The proposed DP with variance would allow for an increase in the maximum floor area permitted for the existing eastern duplex dwelling unit of 13.59 m2 (146.31 sq. ft.). The additional floor area will square off the southern wall on the main level of the duplex, enclose a 1st storey deck beyond 60%, and extend a second storey deck that is covered beyond 1.2 metres all of which is counted towards the floor area measurement.

Council has delegated the approval of a development permit with variance for a duplex to the Director of Planning, Development and Environmental Services, subject to public input. The Notice of Consideration was sent to residents within 50 metres of the subject site in May 2025 to gather neighbourhood feedback.
