The District’s Official Community Plan (OCP) includes policy to prepare Local Area Plans (LAPs) for key centres and corridors with a long-range vision for each area and policies, regulations, and guidelines to shape land use change and new development towards that vision.
History
The District’s OCP identifies the need for a Taylor Way–Park Royal (TWPR) LAP to consider 1,200 to 1,800 new dwellings (with boundaries, unit numbers, and built forms to be confirmed through a planning process including community engagement). In July 2025, the BC Ministry of Housing issued the District a Directive to increase housing capacity in this area, with prescribed minimum densities and heights that imply approximately 3,000 to 4,000 new units. District Council declined to amend its OCP without undertaking a community planning process.
On April 7, 2026, the Minister of Housing issued a letter allowing for a local area planning process to take place (extending to January 2028), subject to interim progress reports and the LAP meeting the previously prescribed densities. On May 11, 2026, Council directed staff to commence this LAP process to enable opportunities for the community to shape the Directive, support a more cohesive vision for the area, respond to the area’s natural and built contexts, and better reflect our community’s needs. Staff are currently undertaking required technical background work to support public discussion, with engagement anticipated to begin in early 2027.

Provincial Progress Reports
The Province requires the District to submit interim reports demonstrating progress toward LAP adoption, or the Directive may be imposed. The LAP Terms of Reference form the first report. All progress reports will be made available below when they are prepared.
