Watermain Construction on Taylor Way

As part of the District’s 2021 Utilities Capital Program, the watermain along Taylor Way, between Main Street (located in Park Royal South) and Keith Road, is being replaced. This watermain upgrade allows the District to continue to provide water services to all of our residents.

The District will install a new watermain, fire hydrants, and water services along Taylor Way, between Main Street and Keith Road. The intersection of Marine Drive and Taylor Way is excluded from this work.

Preliminary set-up and equipment staging began on Tuesday, May 11. Construction began on Sunday, May 16 and is expected to take approximately six to eight weeks to complete.

Work for the week of June 14 to 18​​​​​ will include:

  • Work to prepare for the connection of the 600 block of Esquimalt Avenue to the new watermain will take place on Monday, June 14 from 7:30 a.m. to 7 p.m. Expect minor traffic delays and detours on Esquimalt Avenue during this work.
  • Work to connect the 600 block of Esquimalt Avenue to the new watermain will take place on Tuesday, June 15. Work will take place between the hours of 7:30 a.m. and 7 p.m. or later if necessary to complete the work. Expect minor traffic delays and detours on Esquimalt Avenue during this work.
  • Work to connect the 600 block of Duchess Avenue to the new watermain will take place on Wednesday, June 16. Work will take place between the hours of 7:30 a.m. and 7 p.m. or later if necessary to complete the work. Expect minor traffic delays and detours on Duchess Avenue during this work.
  • Work to connect Park Royal South and 752 Marine Drive to the new watermain will take place on Thursday, June 17. Work will take place between the hours of 7:30 a.m. and 7 p.m. or later if necessary to complete the work. Expect minor traffic delays and potential detours around Park Royal South during this work.
  • Crews will provide advance notice at least three days prior to residences and businesses of temporary disruption to their water service while their service is switched to the new main.
  • A fire hydrant will be installed on the east side of Taylor Way, just south of Marine Drive on Thursday, June 17.
  • Traffic control personnel and construction signage will be on site to facilitate traffic flow.
  • Construction equipment will be stored on the gravel parking lot on Clyde Avenue, east of Taylor Way.
  • Pedestrian traffic will not be impacted.

What is being done?
The District will install a new watermain, fire hydrants, and water services along Taylor Way, between Main Street and Keith Road. The intersection of Marine Drive and Taylor Way is excluded from this work.  

Who is doing the work?
District staff will perform this work. You can expect to see District vehicles, machinery and crews working in your area within the boulevard, and roadway.

What are the impacts?
Traffic - The District plans to keep Taylor Way open to two-way traffic during construction, however, please expect delays while travelling through this area and plan for extra travel time. Construction signage and traffic control staff will be on site during construction to assist with traffic flow.

Hours of work

District bylaws concerning permitted hours of construction are not applicable on Taylor Way as it lies under the Ministry of Transportation and Infrastructure jurisdiction. A portion of this project must be completed outside of regular construction hours and overnight, as Taylor Way is considered an arterial highway and Ministry of Transportation and Infrastructure regulations require night work to minimize impacts on heavy vehicle traffic during regular working hours.
