Traffic and Construction Update: July 15 to 19

Construction work will consist of the following:

  • Water and storm main construction between Mathers Avenue and the 3300 block of Westmount Road; and
  • Outfall construction at the foot of 31st Street.

Expect intermittent traffic delays for single lane alternating traffic as required at:

  • Thompson Crescent between Mathers Avenue and Thompson Place;
  • Benbow Road between Thompson Place and Westmount Road;
  • 3200 and 3300 blocks of Westmount Road; and
  • Along 31st Street between Little 31st Street and Mathers Avenue.

Access to Highway 1 will be north of the intersection of Thompson Crescent and Mathers Avenue.

A full road closure will be in effect July 15 to 19 between the 3100 and 3200 blocks of Mathers Avenue and south of Travers Avenue along 31st Street. Road closures will be in effect between 7:30 a.m and 5:30 p.m. Roads will reopen at the end of each workday. This will be reduced to single lane alternating traffic when possible.

Pedestrian access will be maintained. However, pedestrians will be held at either end of the work zone until it is safe to pass through the work site.

As with any construction project, the projected schedule is subject to change.

  • 3100 to 3200 block of Mathers Avenue;
  • Thompson Crescent between Mathers Avenue and Thompson Place; and
  • Benbow Road between Thompson Place and Westmount Road.

A full road closure will be in effect next week between the 3200 and 3300 blocks of Westmount Road. Road closures will be in effect between 7:30 a.m. and 5:30 p.m. Roads will reopen at the end of each workday.

Access to West Bay Elementary School will be south of Westmount Place. Access to Westmount Place and Thompson Place will be open for West Bay Elementary pick-up and drop-off during this phase of construction.

The Five Creeks project contractor has advised of safety concerns regarding single-lane alternating road closures for the water main relocation works.

To address these concerns, sections of full road closures will be in effect next week from:

  • 3100 to 3200 block of Mathers Avenue; 
  • Thompson Crescent between Mathers Avenue and Thompson Place;
  • Benbow Road between Thompson Place and Westmount Road; and the
  • 3200 to 3300 block of Westmount Road.

Road closures will be in effect between 7:30 a.m. and 5:30 p.m. Roads will reopen at the end of each workday.

Traffic control personnel will be on site to accommodate necessary detours and to facilitate local traffic and emergency vehicles.

Update: May 23

The Five Creeks project contractor has advised of safety concerns regarding single-lane alternating road closures, from Mathers Avenue to Thompson Crescent, for water main relocation work.

To address these concerns, on Thursday, May 23 and Friday, May 24, road closures will be in effect south of Thompson Place to the intersection of Mathers Avenue and 31st Street.

These road closures will be in effect from 9 a.m. to 2:30 p.m. and from 3:15 p.m. to 5:30 p.m. to maintain access to West Bay Elementary School during busy pick-up and drop-off times.

Week of May 27–31:

Construction work will consist of water main construction between Mathers Avenue moving to Westmount Road.

As with any construction project, the projected schedule is subject to change.

Monday, May 27 to Tuesday, May 28

  • Expect road closures between 7:30 a.m. to 5:30 p.m. along Mathers Avenue up to the intersection of Thompson Crescent.
  • Access to West Bay Elementary School will be north of Thompson Place, as the road will be closed south of the school access point (Thompson Place).
  • Traffic control personnel will be on site to accommodate necessary detours and to facilitate local traffic and any emergency vehicles.
  • Roads will reopen at the end of each work day.
  • Thompson Place will remain open.

Tuesday, May 28 to Wednesday, May 29

  • Water main construction along Thompson Crescent from Mathers Avenue to Thompson Place
  • Work hours 7:30 a.m. to 5:30 p.m.
  • Expect intermittent traffic delays while work is in progress, as this work will require single-lane alternating traffic along this section of road.
  • Pedestrian traffic will have to be held at the north and south ends of the work zone until it is safe to pass through the worksite.
  • Traffic control personnel will be on site to accommodate necessary detours.

Wednesday, May 29 to Thursday, May 30

  • Expect road closures between 7:30 a.m. to 5:30 p.m. along Thompson Crescent from Thompson Place to Benbow Road.
  • Access to West Bay Elementary School will be south of Thompson Place as the road will be closed north of the school access point (Thompson Place).
  • Except for a limited road closure between 9:30 a.m. to 2:30 p.m. at the intersection of Thompson Place and Thompson Crescent, Thompson Place will remain open.
  • Traffic control personnel will be on site to accommodate necessary detours and to facilitate local traffic and any emergency vehicles.
  • Roads will reopen at the end of each work day.
  • Please place household garbage and recycling out before 7:30 a.m. on collection day.

Thursday, May 30 to Friday, May 31

  • Water main construction along Benbow Road up to the intersection of Westmount Road
  • Work hours 7:30 a.m. to 5:30 p.m.
  • Expect intermittent traffic delays while work is in progress.
  • This work will require single-lane alternating traffic along this section of road, except for a limited road closure between 9:30 a.m. to 2:30 p.m. at the intersection of Westmount Place and Benbow Road.
  • Pedestrian traffic will have to be held at the north and south ends of the work zone until it is safe to pass through the worksite.
  • Traffic control personnel will be on site to accommodate necessary detours.

Update: Week of May 21–24

Construction work will consist of water main construction between Mathers Avenue moving north to Thompson Place. Expect intermittent traffic delays while work is in progress. There may be some work that will require single-lane alternating traffic along this section of road. Traffic control personnel will be on site to accommodate necessary detours.

The District has received calls and emails from concerned residents looking for more information or clarification of existing information on the Five Creeks Stormwater Flood Protection Project. We'd like to address those questions.

Update: May 13–17

Vegetation removal throughout the construction corridor will begin the week of May 13, commencing at 31st Street. To facilitate installation of the large diameter storm sewer infrastructure, removal of vegetation and other encroachments such as paving stones and structures within the District-owned road right of way and boulevard is required. Temporary no parking signs will be installed south of Marine Drive along 31st Street prior to the work.

The construction contractor will mobilize equipment and material on May 15. Construction work will consist of saw cutting for the water main, service locates, scoping and test holes from Mathers Avenue along Thompson Crescent, Benbow Road and west of Westmount Road. Expect intermittent traffic delays while work is in progress. There may be some work that will require single lane alternating traffic. Traffic control personnel will be on site to accommodate necessary detours. 

Update: May 6

The District has received an email that is being shared with residents within the Five Creeks Flood Protection project area. It contains information that is misleading or not true. 

We compared the circulating information to the facts and have sent an update letter to all project area residents. You should be receiving that letter this week (May 6–10).

    • Construction hours and days of work for the Five Creeks Diversion storm sewer is planned to be carried out within the permissible hours as outlined in the District’s Noise Control Bylaw No. 44004, 2005.
       
    • It has come to the District’s attention that there may be information circulating that has not come from the District. To clarify, all District communication regarding this project, delivered to you by mail, will be in a Community Relations envelope with a District logo in the top right corner.
