Reports

2020 Annual Report

The Annual Report provides information to the community on the District's achievements in 2020, including the municipality's response to the pandemic. The information includes three sections:

  1. Overview: Information about the District’s performance in 2020, with information from each department on operational accomplishments and tasks completed to support Council’s 2020 priorities.
  2. Audited consolidated financial statements, schedules and notes: The information is consistent with Public Sector Accounting Standards established for municipalities in British Columbia. The statements provide a summary of the financial activities and financial position of the District. The report also provides additional detail on assets, liabilities, and overall operational performance.
  3. Supplementary information: This section provides statistical and graphic information for the community and the District. The section has been expanded to include reports on the government grants and capital donations received by the District, and the grants the District contributed to community organizations.

Council approved the 2020 Annual Report, which can be viewed on the website.

Implementation of the Neighbourhood Character Working Group’s Recommendations 

In August 2018, Council appointed 10 West Vancouver residents to the Neighbourhood Character Working Group and gave them the task of proposing regulations and policies to improve neighbourhood character, protect heritage, and mitigate the impacts of development. At the December 7, 2020 Council meeting, the Neighbourhood Character Working Group presented its final report to Council. At that meeting, Council directed staff to report back with policies and guidelines to implement the working group’s recommendations.

This report responds to this direction with proposed amendments to the Official Community Plan (OCP), Zoning Bylaw, other corresponding bylaws, and updated coach house design guidelines. The presentation outlines detailed responses to the working group's recommendations.

Council gave first reading to the following bylaws and set a Public Hearing to take place on July 27, 2021, at 6 p.m. in the Raven Room:

  • Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5135, 2021
  • Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5122, 2021

Council gave first, second, and third reading to the following proposed bylaws (no public hearing required):

  • Boulevard Bylaw No. 4886, 2016 Amendment Bylaw No. 5131, 2021
  • Soil Removal, Deposit, Blasting and Rock Breaking Bylaw No. 5130, 2021
  • Business Licence Bylaw No. 4455, 2005 Amendment Bylaw No. 5137, 2021
  • Bylaw Notice Enforcement Bylaw No. 4368, 2004 Amendment Bylaw No. 5138, 2021
  • Municipal Ticket Information System Implementation Bylaw No. 4383, 2004 Amendment Bylaw No. 5139, 2021
  • Fees and Charges Bylaw No. 5025, 2019 Amendment Bylaw No. 5134, 2021

Adoption will take place at a later meeting.

Mayor's Motion regarding Cigarette Butt Disposal Bins/Outdoor Ashtrays

Mayor Booth brought forward a motion requesting the District investigate the possibility of supporting cleaner public spaces by providing an option for proper disposal of cigarette butts. Council resolved to direct staff to prepare a report on the implications, including costs, of providing cigarette butt disposal receptacles in public areas.

Bylaws

Bylaws to Implement the E-Bike Share Project

Council adopted amendments to the Fees and Charges Bylaw, Traffic and Parking Bylaw, and Bylaw Notice Enforcement Bylaw to implement the e-bike share project, which was introduced at the June 14 meeting.

The next Council meeting will take place on July 12, 2021.
