COVID-19 Impact Assistance Grants

The District is now accepting applications for COVID-19 Impact Assistance Grants.

The District of West Vancouver’s Community Grants Program helps residents of West Vancouver by providing funding assistance to non-profit organizations offering programs and services that residents need.

Since the start of the COVID-19 pandemic in March 2020, many not-for-profit organizations have struggled and continue to struggle with meeting financial obligations for fixed costs and to deliver their services in an unprecedented time. The pandemic has increased the demand for the services and programs of not-for-profit organizations, while negatively affecting their revenues and volunteer contributions.

Through the 2021 Community Grants program process, it was evident that many West Vancouver not-for-profit organizations are struggling because of the pandemic’s restrictions and the unforeseen challenges that it caused.

In response, the District of West Vancouver is offering one-time COVID-19 Impact Assistance Grants for not-for-profit organizations that have played, and continue to play, a critical role in the District of West Vancouver’s social, cultural, and economic vitality.

Funding will be allocated from the one-time provincial COVID Safe Restart Grant received by the municipality earlier this year.

How to complete and submit forms

  1. Download and save the application form to your computer
  2. Fill in the form
  3. Save the completed form with your organization name
  4. Submit forms by:
  • Email with required form attached
  • Drop off at West Vancouver Community Centre, main floor front desk, 2121 Marine Drive (clearly mark the forms as COVID-19 Community Impact Assessment Grant applications)

Application Submission Deadline

The deadline for all submissions is Tuesday, August 10, 2021 by 4:30 p.m. Late applications will not be considered.

The application process will be administered by the Community Grants Committee.

Grant Eligibility and Assessment Criteria

Organizations that apply must:

  • meet the grant eligibility criteria:
  • not-for-profit organizations in good standing and currently incorporated as a “society” under the BC Societies Act
  • organizations that are located or have an active presence and deliver programs and services within West Vancouver
  • organizations that demonstrate within their application that their activities meet the current needs of West Vancouver residents and/or enhance residents’ quality of life during COVID-19
  • organizations that have been operational for at least one full year
  • organizations that incurred additional expenses or deficits related to COVID-19 between March 1, 2020 and September 30, 2021;
  • demonstrate the severity of how COVID-19 has impacted the organization and the population it serves
  • clearly articulate how funds will be spent and evidence that this plan will be carried out
  • align with the District’s vision to “inspire excellence and lead by example”
  • prove financial and human resources to successfully complete the project and use the funds as approved
  • provide complete financial statements for the periods of January to December 20, 2020 and January 1 to May 31, 2021.

Ineligible Organizations or Expenses

  • Individuals or businesses
  • Capital projects
  • Fundraising projects or programs
  • Organizations that raise money to provide flow-through funds or grants to other organizations
  • Organizations without any operating history
  • Expenses or deficits incurred prior to March 1, 2020
  • Activities and events of religious, ethnic, cultural, or political organizations that primarily serve their membership and/or their direct purposes
  • Groups that disparage others
Application Process
  • Ensure the organization is eligible and a strong candidate for consideration by reading through this information.
  • New groups that have not previously applied to the District’s Community Grants Program are asked to contact staff to confirm availability by emailing [email protected].
  • Complete applications must meet the submission deadline. Late applications will not be considered.

Terms and Conditions

If your organization is approved for funding, the following conditions will apply:

  • Submission of your agreement signed by the Board Chair or Treasurer
  • The District’s support must be acknowledged in any promotions or public materials related to the funded activities. To obtain the District’s logo electronically, contact [email protected].
  • Grant funds will be applied to the expenses associated with the work as approved in the application. Requests for changes to the approved application must be agreed upon by District staff prior to commencement of the work. Requests may be made by email through [email protected]. Any unauthorized activities will not be funded.
  • The organization must keep proper accounts of all receipts and expenditures relating to the project and make available upon request of the District.
  • Please note, receipt of a grant does not guarantee funding in the future.
